Here the poison skills are just unlocked and profit solely by the already existing +skills. Poison and Plague Javelin are used only to stop mob regeneration, since the one point wonders do only little damage. Poison enables the Zon to assist her minions against mobs, which are immune to her first attack.
If the equip provides many +skills or +javelin skills and the Zon uses Javelins anyway, one should seriously considerer the usage of the poison skills as one point wonder. For example most LF-Zones reach a quite good length and overall damage with their poison skills. For all mobs needing more than three or four attacks a preliminary PlJ or PoisJ will be profitable. To make no use of the poison skills, although one has skilled them, is as stupid as a hand-to-hand fight Barb that won't use his Battle Cry against Baal, although no Nec or Reaper's Merc is in party.
Whether someone makes use of this one point wonder or not is basically a question of playing style. If the first attack isn't taking care of opponents fast enough there is always the possibility to use a PoisJ for single opponents or a PlJ for groups, before starting with the second or third attack-skills. Lazy gamers will of course continue to park Immunes.

Secondary Attack

Builds using poison as second skill are very similar to builds using poison as primary skill. The differences show up mainly in skilling sequence, stats and equipment. The transition between poison as first and second attacks is blurred. Therefore I will only cite two exemplary possibilities.
Both poison skills will be maxed or nearly maxed. Depending on the first attack poison is used as support while using the primary attack or as back up against Immunes. If lightning skills as main attack are chosen there is already enough and especially fast enough damage, so poison is used mainly against mobs with high resists, Immunes or Bosses with extreme amounts of life. In this case PoisJ takes preference before PlJ, since poison will be used rarely against multiple opponents. Along with the synergy of the main lightning skill PlJ is finally maximised. The combination lightning+poison seems sensible for a pure Javazon, since the needs of both damage types differ only in playing style and, to minimal extent, in equipment.
If a physical attack with a spear (Jab, Impale or Fend) or the standard attack with a close combat weapon is chosen, the needs of close combat dictate the stat placement and emphasis in equipment. The kill speed is comparatively slow. The second slot carries javelin and shield. Poison is used as support while actually attacking with the primary skill. While the mobs gang the blockers they are poisoned, only then the Zon nears into close combat distance and starts meleeing the opponents.
